I have several white tubes growing on my tomato plant branches, the ideas this?

And lay Sevin … Unless you have a visible serious insect pest which is in danger of killing your plants, you should not use strong insecticides around plants you plan to eat. Sevin should be a last resort, and not used as a preventive.
