Where can I find a power supply of at least 400 watts compatible with my Inspiron 530s?

you could by Stanard ATX power supply 400 watts of power and change your rear cover and it should be. try running the map on your power unit being, as Dell theres rate and they normally carry enough watts / amps on its 12v rails.
